Development of a multimodal schedule-based route planner application
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The aim of this contract is to provide the Joint Research Centre (JRC) with an open-source route planner application that will support the unit Economics of Climate Change, Energy and Transport (JRC.C.6) of the Directorate C Energy, Transport and Climate modelling activities in the domain of multi-modal scheduled-based public transport. The European Green Deal is a set of policy initiatives by the European Commission with the overarching aim of making Europe climate neutral in 2050. Currently transport accounts for a quarter of the Union’s greenhouse gas emissions and it is still growing. The sustainable mobility policy of the European Green Deal seeks a 90% reduction of those emissions by 2050. Among other initiatives, it will address vehicle emissions, urban congestion, promote the use of railway for freight and improve public transport. Public transportation data is largely based on schedule information provided by public organizations in different formats, more traditionally in General Transit Feed Specification (GTFS ) and more recently in Network Timetable Exchange (NeTEx) format. The JRC.C.6 unit is seeking to expand its modelling capabilities by having a new multimodal scheduled-based transport tool optimised for the analysis of GTFS and NeTEx railway data with EU-wide coverage. The application sought shall be based in one of the open-source route planners currently available in the market but further customised to accommodate the specific requirements needed for modelling purposes at EU-27 level. Aspects as data cleaning and formatting will also have to be tackled. Further data results analysis and visualisation options are also being considered under the scope of this contract.
