LUCAS (Land Use/Cover Area Frame Statistical) 2022 Survey
This Invitation to Tender covers the provision of services to support and implement the LUCAS (Land Use/Cover Area frame statistical) 2022 Survey.The aim of the LUCAS survey is to gather harmonised data on land cover/land use and agro-environmental aspects across the EU, in order to improve the availability and quality of land cover/use and environmental statistics.— For lots 1 to 6, the amount indicated in 1.4.2.1 of the tender specifications is the maximum amount for the entire duration of the contract;— For lots 7 to 8, the amount indicated in 1.4.2.1 of the tender specifications is the estimated total value for the entire duration of the contract.

The objectives are to prepare the survey for LUCAS 2022, to collect data on land cover, land use and selected agri-environmental aspects, through field visits and through photo-interpretation and to control the quality of this data in the office.In the LUCAS 2022 survey Lot 1, there are a total of 109441 points to be assessed. LUCAS 2022 – Survey in Bulgaria, Denmark, Germany, Hungary, Austria and Romania
The objectives are to prepare the survey for LUCAS 2022, to collect data on land cover, land use and selected agri-environmental aspects, through field visits and through photo-interpretation and to control the quality of this data in the office.In the LUCAS 2022 survey Lot 2, there are a total of 106287 points to be assessed. LUCAS 2022 – Survey in the Czech Republic, Estonia, Latvia, Lithuania, Poland and Slovakia
The objectives are to prepare the survey for LUCAS 2022, to collect data on land cover, land use and selected agri-environmental aspects, through field visits and through photo-interpretation and to control the quality of this data in the office.In the LUCAS 2022 survey Lot 3, there are a total of 64455 points to be assessed. LUCAS 2022 – Survey in Finland and Sweden
The objectives are to prepare the survey for LUCAS 2022, to collect data on land cover, land use and selected agri-environmental aspects, through field visits and through photo-interpretation and to control the quality of this data in the office.In the LUCAS 2022 survey Lot 4, there are a total of 46008 points to be assessed. LUCAS 2022 – Survey in Ireland, Greece, Croatia, Italy, Cyprus, Malta and Slovenia
The objectives are to prepare the survey for LUCAS 2022, to collect data on land cover, land use and selected agri-environmental aspects, through field visits and through photointerpretation and to control the quality of this data in the office.In the LUCAS 2022 survey Lot 5, there are a total of 73461 points to be assessed. Lot 6
LUCAS 2022 – Helpdesk, Technical Assistance and Quality Control
The objectives of Lot 6 are:• prepare the launching of the LUCAS 2022 survey;• provide training to project managers of the lots 1-5 and of the survey managers in coordination with the contractor of lot 7 (DMT)and of lot 8 (grassland training). The presence of the project manager of lot 7 and the person giving the DMT training (lot 7) are required during the whole time;• provide technical assistance and quality control services to the Commission and the survey contractors (lots 1-5) carrying out the LUCAS survey in 2022. In this lot the data quality control services cover the quality check of the data collected in the LUCAS 2022 field survey and the LUCAS 2022 photo-interpretation campaign.The timing of all tasks in this lot will depend heavily on the progress in lots 1-5, which in turn will depend on the contractual and climatic conditions.Out of the total number of points assessed by the contractors of lots 1-5 (landscape feature photo-interpreted points, in-situ points and photo-interpreted points) the contractor of lot 6 will do the following controls:• check a maximum of 10 000 in-situ photo-interpreted points;• check 66 660 points that have been visited in the field;• additional check of 20 000 pictures for anonymisation;• check 25 000 points from the photo-interpretation campaign.
Lot 7
LUCAS 2022 – DMT – Hosting, Maintenance and Helpdesk
The objectives of lot 7 of LUCAS 2022 are to:• host the IT infrastructure for data entry, the centralised storage and management of data and processes supporting the LUCAS 2022 Survey;• guarantee technical assistance and on the availability and reliability of the LUCAS DMT 2022 solution for the duration of the LUCAS 2022 survey (from January 2022 to June 2023).The infrastructure will be used by approximately 1000 surveyors and 300 quality controllers in regional and/or central offices in 27 European countries (lots 1-5), by external quality controllers (lot 6) and by the European Commission.The number of points to be visited in the field (FW points) during the survey is 200 000.The number of points to be photo-interpreted (PI points) during the survey is 200 000.The points within each lot 1-5 have been mostly distributed between the countries according to the land area and efficiency criteria derived from the heterogeneity of the land cover (Total points lots 1 to 5: 399652)The services to be purchased for the entire contract period are estimated to cover 840 man/days.
Lot 8
LUCAS 2022 – Training and Helpdesk for the LUCAS 2022 Specific Module on Grassland
The objectives of lot 8 of LUCAS 2022 are:• Training on the LUCAS grassland module for the project managers of the lots and of the countries of lots 1 – 5, within the trainings organised by the contractor of lot 6 and for supervisors and surveyors of lots 1 – 5 to take place in the countries;• Helpdesk specifically for the LUCAS grassland module, active during the period relevant for this assessment.The grassland module will be assessed on 20 000 field points.Grassland module training has to be provided to project managers, at the general training for project managers, organised by the contractor of lot 6.Supervisors and surveyors from lots 1 – 5 involved in the grassland module survey need training and a helpdesk that supports them during the survey.The services to be purchased for the entire contract period is estimated to cover 200 man/days.
