The European Commission has developed the European Green Deal strategy aiming at transforming the EU into the first climate-neutral continent by 2050. At the same time, the Clean Energy Package offers new opportunities for citizens and SMEs on how to satisfy their energy needs. This comes at a time when innovations, such as deep cost reductions of distributed generation and storage technologies, digitalisation and transactive energy schemes, make possible the emergence of a new decentralised paradigm in the energy system. Estimates suggest that by 2030, energy communities could own some 17% of installed wind capacity and 21% of solar. By 2050, almost half of EU households are expected to be producing renewable energy. The key objective of this work is assessing, through modelling, the impact of policy and regulatory instruments, such as network tariffs and energy taxes, on the possible evolution of the energy system, with a particular focus on the expected operational and investment decisions by community-based energy initiatives. The JRC intends to contract consultancy services to prepare a modelling study on the role of Energy Communities in the energy transition. The contractor is expected to analyze qualitatively and quantitatively the impact of network tariffs and energy taxes & levies on the operational and investment decisions of Energy Communities. The contractor is expected to develop use cases of typical Energy Communities and assess their impact on the energy system, using UCED and expansion energy models. The estimated value of the contract is 60.000 Euro for a period of 9 months. The economic operators interested to receive the invitation to tender have to register on this website.
