Multiple framework contract for the procurement of studies and other supporting services on impact assessments and evaluations.
The precise tasks will be specified in the requests for services issued under each lot in view of the conclusion of specific contracts. As regards impact assessment-related services, the specific assignments will cover, in whole or in part, the tasks described in the Commission's impact assessments guidelines, its annexes and operational guidance (in particular the operational guidance on 'competitiveness proofing'). The topics will mainly relate to initiatives affecting EU enterprises, industrial sectors and the internal market for goods. The work may also concern assistance to the Commission in the consultation of stakeholders or the organisation of workshops, conferences and seminars on impact assessment and evaluation topics. The tasks in relation to this type of service could include preparing background/discussion papers, giving presentations and training, as well as producing summary reports of the outcome.

Grupa 1
Assessments of impacts on industrial products and services sectors
This lot would deal mainly with the potential impact of EU measures on economic activity at the sectoral or aggregate level. The objective will specifically be to analyse how the structure, the competitiveness and the growth potential of affected sector(s) are affected by EU measures. This could include the impact on innovation, looking at determinants such as the cost of innovation, the availability of financing and market factors (uncertainty of demand for new goods and services).

Assessment of impacts on enterprises
This lot would mainly deal with the impacts of EU initiatives on enterprises, their behaviour and their response to regulatory changes. It would require, among other things, the collection of micro-data from business surveys or firm-level database and, if necessary, the use of theoretical or econometric models. It would, for instance, contribute to assess changes in the level of regulatory costs or in the structure of incentives to create and expand businesses. The results could serve as input in the design of policies to promote entrepreneurship.

Analysis of benefits and costs of EU enterprise and industry policies
This lot would mainly be used to assess the benefits and costs of EU enterprise and industry policies and initiatives. It could, among other things, provide qualitative and quantitative data where monetisation is difficult because of the absence of market prices (e.g. impacts on health and human life or on the environment). This might require the application of methods based on stated preferences (e.g. contingent valuation) or revealed preferences (e.g. hedonic pricing). According to the contingent valuation method, the value of for instance, a health impact, can be assessed by asking stakeholders about the amount of money they would accept to pay in order not to suffer a negative health impact or about the amount of money they would need to receive in order to be compensated for a negative health impact. To get valuable results, such surveys have to be conducted according to very strict conditions described in the related literature, and so have to be their statistical analysis.According to the hedonic prices method, the value of for instance, a health impact, can be assessed indirectly through a related market: for instance, the wage difference between risky and non-risky jobs gives an estimation of the value of the risk and hence of the value of the potential health impairment.

Evaluation of EU programmes, legislation, policies and other activities
This lot concerns evaluation services conducted during or after the implementation of Commission activities or European Union policies in the remit of Enterprise and Industry DG. It is primarily aimed at covering the evaluation of programmes, policies and legislative measures. Tasks under lot 4 will conclude with the delivery of an evaluation report prepared according to the terms of reference provided by the service assigning the task, while observing the principles of objectivity, reliability and evidence-based assessment.
