GHG emission reduction potential of EU-related maritime transport and its impacts.
The contract should lead to the identification of the marginal abatement costs in the sector and the no-regret GHG emission reduction potential from maritime transport up until 2030. No-regret means that the costs associated with the emission reduction, such as investment costs, operational costs or carbon costs, remain lower than the savings, especially fuel savings, generated by the emission reduction.In particular, the contract should define the in-sector cost-effective GHG emission reduction, as well as the overall cost-effective contribution from maritime transport to tackle climate change, including through the purchase of offsets/allowances from other sectors.The contract should also carry out a sensitivity analysis underlying the relevant parameters leading to a variation of GHG emissions from maritime transport. In particular, impacts of changes in GDP and its geographical distribution, fuel price variations and improvement of design and operational energy efficiency should be clearly pointed out.
