EEA/BES/22/010 - Analysis of the potential of biodiversity data to support sustainable investment decisions
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The EEA is acquiring expert knowledge to carry out a study identifying and analysing the specific biodiversity data and information needs by public and private investors to better assess biodiversity risks and impacts of investing in nature. The proposed contract will involve identification and engagement with public and private investors through interviews and literature review on concrete cases displaying what kind of biodiversity data and information would improve their business and/or land management decisions (including planning, implementation and monitoring/evaluation of their impacts on biodiversity and within their supply chains). This is to help the EEA in identifying knowledge gaps and where the EEA can provide added-value data and information fit for purpose to support public and private investors in assessing their biodiversity investment impacts and environmental performance. Further, it should consider how this information can be upscaled to support progress towards achieving the intended biodiversity policy targets for 2030 including reporting obligations under the EU Taxonomy Regulation for sustainable economic activities.

The EEA can only sign a contract with an entity that has access to the market. Currently, this applies to natural and legal persons from one of the 32 EEA member countries and to all natural and legal persons established in a third country that has a special agreement with the European Union in the field of procurement on the conditions laid down in that agreement. At this point in time, tenderers established in one of the following countries are eligible: EU-27, Iceland, Liechtenstein, Norway, Switzerland and Turkey; under the stabilisation and association agreements: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo under the UN Security Council Resolution 1244/99.
