Apraksts	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure. In order to design the best policy approach for improving the energy efficiency and wider circular economy aspects of ICT products, it is essential to understand how the consumers (and professional users) perceive, purchase and use ICT devices today, and what their perceptions of future needs are. A peculiarity of the ICT context is that user behaviour is a driving force behind the large increase in internet data-traffic, and the indirect energy and resource consumption in data transmission and processing, and associated infrastructure. The objective of the contract is to undertake and report a user behaviour study on the consumption of audio / video multimedia through internet connected ICT devices. This user behaviour study must be performed via a survey conducted in several Members States.
