Background data collection and life cycle assessment of construction and demolition waste (CDW) management
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle value procedure.

The objective of this contract is to provide detailed techno-economic data and an environmental assessment of construction and demolition waste (CDW) management, focusing on individual material fractions. This will inform the Commission’s work in considering measures for preparing for re-use and recycling of CDW, in accordance with Article 11(6) of the Waste Framework Directive (Directive 2008/98/EC as amended in 2018). To assess whether the approach of setting material-specific targets is sound, it is necessary to investigate the relevance of different types of materials contained in CDW. The relevance will be assessed in terms of relative quantities, potential for increasing preparing for re-use and recycling of the specific material fraction(s) and potential contribution to environmental savings and in terms of climate change mitigation. In addition, relevant economic and policy considerations will be also taken into account. The call for tenders will be structured in 2 lots as follows: The objective of Lot 1 is to collect data, build projections and assess the effects of current and future CDW composition and its environmental impacts. The variability between Member States will be reviewed, to provide a balanced picture of the situations across the EU. Thorough literature review, direct evidence collection with key stakeholders, and projections of future evolutions will be the key elements for this assessment. The objective of Lot 2 is to collect detailed data informing a life cycle assessment. This assessment will be based on the compilation of a life cycle inventory for specific material fractions, which will be determined over the course of the project.
