Assessment of the Uncertainties Affecting the Sea Surface Reflectance (i.e., the rho-factor) in the AERONET-OC Data Processing
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The JRC contributes to the validation of Copernicus Sentinel-3 data with a number of autonomous measurements systems included in the Ocean Colour component of the Aerosol Robotic Network (AERONET-OC). A key element of the AERONET-OC data processing affecting the uncertainties of data products such as the normalized water leaving radiance (i.e., Lwn), is the accurate determination of the sky-glint component in the total radiance measured by above-water radiometer systems. This largely depends on the applied sea-surface reflectance (i.e., the rho-factor) whose value can vary with wavelength, measurement geometry, sea state, sky radiance distribution. Within such a context, the Joint Research Centre seeks for the development and implementation of an AERONET-OC testing tool for a quantitative assessment of the impact of the uncertainties affecting rho-factors and consequently Lwn. The service entails the design and implementation of a testing tool applicable to the generation of spectral Lwn from AERONET-OC field data (https://aeronet.gsfc.nasa.gov/new_web/ocean_color.html) as detailed in the article published in., Journal of Atmospheric and Oceanic Technology, 26, 2009 - https://doi.org/10.1175/2009JTECHO654.1. The testing tool should rely on a Guided User Interface (GUI) allowing to handle AERONET-OC data for selectable sites and periods in addition to a variety of input parameters relevant for the determination of Lwn. The GUI should specifically allow for the handling of: i. input AERONET-OC radiometric data in the the 400-710 nm spectral interval; ii. spectral rho-factors embracing those currently applied in AERONET-OC (i.e., those from Mobley, Applied Optics, 38, 1999), and alternative ones whose accuracy must be comprehensively supported by scientific evidence (e.g., publications), cross-comparisons of values resulting from modelling exercises, or any alternative solution able to warrant consistency of the spectral rho-factors applied.
