Descrição	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure. This is an external study on best practices and barriers for urban planning and construction of thermal networks in existing residential and service sector areas. The study would select case studies to analyse, and gather information primarily through interviews. The reason for purchasing is that JRC needs to better understand the best practices as well as barriers for planning and constructing thermal networks in existing residential areas.
