Naslov	EEA/BES/22/013 - Study on EU Member State agricultural policy measures to reach EU biodiversity and climate objectives
Opis	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle value procedure. The EEA is seeking expert knowledge to carry out an analysis of the agricultural policy measures proposed by EU Member States to reach the biodiversity protection, ecosystem restoration, climate mitigation and adaptation objectives of the EU Green Deal, while contributing to food security. The proposed contract will involve a comparative analysis of scientific recommendations and examples of measures and approaches proposed in national Common Agricultural Policy (CAP) strategic plans from a selection of Member States. It will focus on new and innovative policy elements designed to strengthen the CAP’s contribution to specific EU biodiversity and climate objectives. Tasks include: 1. Biodiversity protection and ecosystem restoration: • To provide an overview of scientific recommendations for the CAP related to specific EU biodiversity objectives. • To identify and provide detailed information on policy elements from the CAP strategic plans of selected EU Member States designed to implement specific EU biodiversity protection and ecosystem restoration objectives, including providing an overview of trade-offs and co-benefits with climate objectives. • To compare the policy elements with scientific recommendations for the CAP. 2. Climate change mitigation and adaptation: To identify and provide detailed information on appropriate measures/operations/schemes included in the CAP strategic plans that are designed to implement specific climate mitigation or adaptation objectives, including providing an overview of trade-offs and co-benefits with biodiversity objectives.

The EEA can only sign a contract with an entity that has access to the market. Currently, this applies to natural and legal persons from one of the 32 EEA member countries and to all natural and legal persons established in a third country that has a special agreement with the European Union in the field of procurement on the conditions laid down in that agreement. At this point in time, tenderers established in one of the following countries are eligible: EU-27, Iceland, Liechtenstein, Norway, Switzerland and Turkey; under the stabilisation and association agreements: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo under the UN Security Council Resolution 1244/99.
