Participation in this planned negotiated procedure for a middle value contract of the European Innovation Council and SMEs Executive Agency (EISMEA) is limited to candidates established in an EU Member State or a third country which has a special agreement with the European Union in the field of public procurement such as the Stabilisation and Association Agreements (SAA) and the European Economic Area Agreement (EEA), on the conditions laid down in these agreements. Candidates established in countries covered by the Plurilateral Agreement on Government Procurement concluded within the World Trade Organisation (GPA) don’t have access to this planned negotiated procedure for a middle value contract as EISMEA is not signatory of the GPA agreement. Candidates established in the following countries have access to this planned negotiated procedure for a middle value contract: 27 EU Member States, North Macedonia, Albania, Montenegro, Bosnia and Herzegovina, Serbia, Kosovo, Iceland, Norway and Liechtenstein.
