BEREC study on the evolution of the competition dynamics of tower and access infrastructure companies not directly providing retail services
Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure.

The objective of this contract is to procure a study that will provide BEREC with an appropriate snapshot of the main divestitures/spin-offs of key network elements able to sustain the roll-out of networks which are reconfiguring the electronic communications sector in terms of competition and retail dynamics, as well as their implications for the regulatory and policy decisions within the sector. The study will also provide insights into the business models associated with the management, commercialization and use of physical infrastructure assets. Geographically, the focus will be on the developments in Europe, but cases in the USA, Japan Korea and Australia are of interest as well. Organizations responding to the tender must have experience and knowledge of the electronic communications sector regulation, as well as a good understanding of the functioning of the telecommunications markets in a wider sense. Maxium value of the contract shall not exceed EUR 100 000.

Participation in this call for tenders is open on equal terms to all natural and legal persons coming within the scope of the Treaties as well as to international organisations. It is also open to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. Subject to the conditions of the agreement, the Contracting Authority can accept tenders from and sign contracts with tenderers from the countries, which are parties to: a) the European Economic Area agreement (EEA), i.e. economic operators established in the 27 EU Member States as well as Iceland, Norway and Liechtenstein; b) the Stabilisation and Association Agreement (SAA) countries, i.e. economic operators established in North Macedonia, Albania, Montenegro, Serbia, Bosnia and Herzegovina and Kosovo.
