Title	Massive Online Open Course (MOOC) – Smart Specialisation beyond EU
Description	Please note that this is not a call for tenders but a publication announcing the Contracting authority’s intention to publish a future negotiated low or middle valueprocedure. The aim of this contract is to provide dedicated support to the work of the JRC Urban and Territorial Development Unit, especially in relation to both the implementation of the Smart Specialisation Strategy in the Western Balkans and Turkey, and the localizing approach to Sustainable Development Goals (SDGs). The contractor will, in close collaboration with the JRC, develop a Massive Online Open Course (MOOC) on the Smart Specialisation Strategies (S3) Framework for the EU Enlargement and Neighbourhood Region on the one side, and Smart Specialisation and Science, Technology and Innovation (STI) Roadmaps for SDGs on the other side. Each of the two parts of the MOOC will have minimum 6 and maximum 9 modules. The MOOC will meet the stated objective of developing and disseminating relevant lessons for other countries and economies within and outside the EU. The primary target group of the MOOC will be policy makers and stakeholders from the Enlargement region interested in the concept and practical development of Smart Specialisation Strategies. However, the content will be also accessible to the countries in EU Neighbourhood and worldwide who wish to use this approach and understand new methodologies and concepts. The MOOC platform shall ensure at least 200 students working at the same time.
