EU wide experience
On p.6 of the TORs, it mentions that "the tenderer must prove experience of working in all EU countries with at least 3 projects delivered EU-wide in the last three years". By 'EU-wide', do you mean projects covering all EU-28 Member States? Does each of the 3 projects need to have this coverage, or can the 3 projects collectively demonstrate this coverage?

It should be understood that "the 3 projects collectively demonstrate this coverage".
