page 24 of “Tender specifications”, paragraph 5.2 “APPLICATION OF SELECTION CRITERIA (SELECTION OF TENDERERS
With reference to page 24 of “Tender specifications”, paragraph 5.2 “APPLICATION OF SELECTION CRITERIA (SELECTION OF TENDERERS)” it is stated that “If the tender includes subcontractors, the Commission reserves the right to request evidence of their economic and financial capacity, where the tasks subcontracted represent a substantial part of the contract”, while on page 51 of “Tender specifications”, paragraph 6.6 “CHECKLIST OF DOCUMENTS TO BE SUBMITTED IN THE E-SUBMISSION APPLICATION” it is stated that the subcontractor(s) should provide evidence of Technical and professional capacity. Could you please clarify if the subcontractor(s) has to provide evidence only of the economic and financial capacity or also technical and professional capacity? In case the subcontractor should provide also the technical and professional capacity, could the subcontractor(s) provide just the professional capacity with part of the professional figures required? If also the evidence of service provision should be given, does all the services provided should be in the field of space policy or the reference could just demonstrate the capacity to provide technical capacity in the activity but in a different sector?

As indicated under section 5.2, only tenderers should provide proof of their economic and financial capacity. Subcontractors should not provide said proof but the Commission has the right to request evidence of their economic and financial capacity, should the tasks subcontracted represent a substantial part of the contract. Regarding the technical and professional capacity: the evidences as indicated under section 5.2.3 should be provided for the profiles for which the subcontractor will provide the necessary resources. If the subcontractor provided services in line with selection criteria 2.1 they may be added on the list.
