Will a diploma of 2nd cycle of higher education be equivalent to Knowledge of English on at B2?

For the purpose of this tender, 2nd cycle of education only if conducted in English will be considered as fulfilling the requirement of knowledge of English on at least B2 Upper Intermediate of CEFR level. The shall be supported by evidence that the 2nd cycle of education was conducted in English (university confirmation letter, copy of diploma confirming that subjects were conducted in English etc.).
