1.1.Participation and nature of the contract, more specifically, the number of operators on the framework.
The tender specifications state that "The Commission intends to award a multiple framework contract with reopening of competition between 4 economic operators, provided enough tenderers satisfy the published criteria." Could you please clarify whether this means that A. there will be 4 economic operators on the framework, or B. that there potentially more economic operators on the framework but only 4 of them will compete for each single call-off? And if B, how many operators do you intend to have on the framework

The answer is A). The FRA will be awarded to four economic operators (provided enough tenderers satisfy the published criteria). The service requests under the Framework contract will be tendered through reopening of competition to these four operators.
