The tender document states that non-EU member states are not allowed to submit a tender. Does the same apply for sub contracting?

Insofar as access to the market is concerned, EDA may consider a tender that is submitted by an entity, which has access to the market and which sub-contracts part of the tasks to another entity that itself does not have access to the market.
