In the tender, it is mentionned that the budget should be 10% maximum for task 1, 85% maximum for task 2 and 5% maximum for task 3. Does it mean that the budget must be exactly 10%, 85% and 5% (if one figure is lower, another will necesserely by higher than the maximum). Thank you
