As per Technical Specifications it is stated that the Lots will be awarded with re-opening of competition to a maximum of 5 tenderers. Who can participate in the re-opening? Is it a restricted procedure? In the draft contract it's stated "the contracting authority orders services by sending a request for services in paper format and/or by e-mail to all contractors...The contractors send their specific tenders to the contracting authority", how can we be in the list of contractors in order to submit the tender? The European commission is launching an open call for tenders with three lots. The two first lots will consist in a framework contract with reopening of competition. The best five tenderers after evaluation of the exclusion, selection and award criteria based on the scenario (see annex 6.8) can sign the framework contract The signing contractors will receive a request for a specific offer; in this case, they will compete only among themselves; in accordance with article I.4.3 of the framework contract
