Can you please confirm that it is not obligatory to propose resources with security clearance?

As stated in point 5.2. Security Clearance of the Technical Specifications, "All staff proposed by the contractor must be eligible to obtain a personal security clearance (PSC) up to SECRET UE/EU SECRET or EU Member State equivalent at the date of signature of the specific contracts". Staff proposed by the contractor do not need to hold a personal Security Clearance when being proposed, but they must be eligible to obtain a personal security clearance when being proposed.
