In point 6.3 of the tender specifications, does the 3,000 word limit apply to each question (that is, 9,000 words in total, distributed equally among the three questions)?

No. The 3000 word limit applies to all questions together. This means 3000 words in total for all three questions, or, if distributed more or less equally, around 1000 per question.
