Is there a possibility for SC to provide implementation services by one vendor and 3rd Level Support by another? If yes, is there any procedure in Frontex ITC department to support such situation?

Such a situation is potentially possible, especially when it comes to maintenance of legacy system. By default Frontex ICT plans a hand-over period to handle such situations.
