Expert Letters of engagement
Because the estimated start date has not been decided, are tendering parties required to submit letters of engagement for all experts on the proposed project team? If so what start date should be listed? We understand that the European Commission normally required these letters.

According to part 1.6 of the Tender Specifications: Subcontractors must provide a letter of intent stating their willingness to provide the service foreseen in the offer and in line with the present tender specification. A starting date does not need to be specified, but as clarified previously the contract starting date is estimated to be September.
