Tender specifications, Point A.7 - Reliance on other entities
In case that a company relies to the capacity of other entities, we read: “A tenderer may, where appropriate, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. In that case, it must prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example, by producing an undertaking on the part of those entities to place those resources at its disposal” . Can you please specify whether the written undertaking mentioned above is applicable at this phase of the tender and need to be provided within our offer or should be provided upon ECA’s request at the contract’s award phase?
