Does the classified EDA system need data from lower classified domains that it does not intend to share any data with?

Yes, some data like updates of appliances or antivirus signatures will have to be transferred from an unclassified system to the classified EDA system. Otherwise, as said in the general comment, the architecture and design of the systems is subject to further work.
