Concerning the SERVICE FRAMEWORK CONTRACT - EN-3.Draft+Framework+Contract.docx_001. Could article I.11 be rephrased as follows:
Either party may terminate the FWC and/or the FWC and all or certain specific contracts by sending formal notification to the other party with six (6) months' written notice. The contracting authority may terminate a specific contract by sending formal notification to the contractor with twenty (20) working days' written notice when the provision of services is no longer required. If the FWC and/or a one or more specific contract(s) is are terminated: (a) neither party is entitled to compensation; (b) the contractor is entitled to payment only for the services provided before termination takes effect. The second, third and fourth paragraphs of Article II.18.4 apply.

After thorough analysis of the new drafting proposed, the Contracting Authority came to the conclusion that article I.11 of the draft Service Framework Contract cannot be rephrased.
