Testing
Does BEREC require strict compliance to the testing methodologies outlined in the BEREC Net Neutrality Regulatory Assessment Methodology document, or is it acceptable to use alternative, peer reviewed, widely accepted alternative measurement methodologies?

In general, all measurement methodology shall respect international standards, recommendations and best practices (BEREC Net Neutrality Assessment Methodology BoR (17) 178, CEPT, ETSI, ITU, IETF, etc). (Req-116). Where it is explicitly stated, the testing methodology should comply with the BEREC Net Neutrality Assessment Methodology document (Req-122, Req-135, Req-152, etc.). A description on how the implementation will be done has to be given (Desc-15).
