Regarding Req-51 - does this exclude out of band access to administrative tools? Or is this requirement related only to the internet-accessible part of the systems?

The usage of out-of-band access is in line with this requirement as long as the provided security is as secure as the usage of SSH or HTTPS would be. Access to the server out of band management interface (e.g. ILO, IPMI etc.) shall be possible over an encrypted channel provided by an external firewall or VPN network device, provided by the supplier.
