Task C. Territoriality principle.
Is is possible to be more precise on the definition of the territoriality principle as opposed to the nationality principle currently applied in TRACCS, in particular in relation to the level of the territory typology (e.g. LAU level 2 or NUTS 3). Based on the tender specifications we would expect the definition of Metro Regions NUTS 3) to be leading but would like to receive confirmation of this.

Dear Madam, dear Sir, The tender specifications document provides the context definition of urban area, corresponding to the EC-OECD definition of “greater city” and their boundaries (section 2.3.2, page 20). The definitions should be consistent through the whole survey (Tasks A, B and C). References are https://ec.europa.eu/eurostat/web/cities/spatial-units. However, as concerns the Task 3: Development of a consistent dataset for quantitative analysis, it is mentioned that “The transport activity should be however based on the territoriality principle, unlike the TRACCS project where the nationality principle has been used.” In general, international road freight data is reported based on the nationality principle. In order to adjust this data according to the territoriality principle, Eurostat uses data disaggregated at NUTS 3 level (as explained in the article ‘Freight transport statistics-modal split’). This method is recommended. In this context, the NUTS 3 concepts should be applied. Best Regards
