In case the Cost Summary for sub points 2.2 and 2.3. comprises prices, should it be part of the financial offer?

The content of technical and financial offer is indicated in point II.2.1 of Tender specifications. According to subpoint a) technical proposal the costs summary is part of technical offer. The costs summary, according to reply to question 7 can be blank template without hotel names and prices.
