Subject	Letter of intent and Declaration of honour
Question	Our sub-contractor is in the USA and has great difficulty sending the necessary originally signed documents to us on time. Can these original documents be included at a later stage or can the Letter of intent of an external expert (Annex 6b) and the declaration of honour (in case subcontractor fee exceeds 10% of the award) be signed per procurationem, so by procuration?
