tasks 3 and 4
The TOR describes tasks 3 and 4 as optional components ("if deemed necessary..."; "only where necessary..."). Should these tasks be included as optional components in the proposal, including the financial proposal, or should they be treated as fixed and integral components of the project for the purpose of budgeting the different tasks?

We would indeed ask you to include these as optional components in the proposal, including in the financial proposal, in view of the fact that it is uncertain whether, under the Service Contract, the consultant will be required to carry out these tasks. Please note that at any event, any budget or resources dedicated to these tasks should be kept at a minimum. The focus should be on Tasks 1 and in particular 2.’
