Is there already a RSS service that the service should post messages to? Should it be developed specifically for this project? Is this a public service? Should there be any kind of authentication? If so, how is it done?

No, there isn't any existing RSS service, it should be developed specifically for this project. It does not require authentication, as all backend services are internal to EMSA.
