Justification of financial situation
Question
We are a public University that does not publish a balance sheet. According to the tender specifications (epigraph 2.3., section A, evidence requested case #2) we must "provide the information on annual budget allocated to finance the operational activities". How is such information expected to be provided, through a signed report? Because of the absence of a balance sheet, some of the fields of the annex 4 (simplified financial statement) cannot be filled out, but as we understand, in our case it is not necessary to present that annex 4, is it?

In the situation you describe, presentation of annex 4 is not required. Tenderers who are not required to publish a balance sheet shall provide information on the annual budget allocated to finance operational activities. There is no prescribed format for this documentation.
