3. technical Capacity: 1. The candidate has provided services under at least three contracts with a total budget of all contracts cumulatively amounting to at least EUR 3,000,000 in the area of security sector.....
Could you please clarify if for requirement 3.1 of the technical capacity: It would be considered to be met if the applicant has provided services under more than 3 contracts with cumulative value of more than 3 million Euros (for instance 5 contracts with a combined value of more than 3 million Euros)? or alternatively the more than 3 million Euros value has to be reached with only 3 contracts?
