Can we apply for OC/EFSA/DATA/2015/03 call despite the fact that we do not have developed a national software according requests from this call, but we have plan to develop it within the first two years of the project?

One of the aspects concerning the software tool, contractors should take into consideration in order to implement the assignment, is the following: “The dietary software tool for the 24 recall diary completion interview entry needs to be in line with the EFSA EU Menu guideline. It should have been successfully used in previous dietary survey(s), preferably conducted at national level, or have been successfully validated or tested (e.g. within a pilot study).” Therefore, it is possible to apply to the EFSA OC/EFSA/DATA/2015/03 procurement call even if a national software is not already developed prior to the application, as far as it is in line with the EU Menu guideline and it is successfully validated or tested for example within the pilot study of the dietary survey. It is though necessary to provide a description of the software to be developed as this is requested under the minimum methodological requirement in the tender specifications.
