Could you confirm what you would consider as adequate evidence of financial compliance for SMEs responding to this call for tender who have been trading for less than a year and therefore cannot provide annual accounts?

A statement explaining the fact that the company was set up less than a year ago may be submitted. In addition to that the tenderer may provide other documents assessed to be useful to prove the financial capacity (e.g. provisional accounts, approved business plan etc.). The Commission reserves the right to request any other document enabling it to verify the tenderer's economic and financial capacity.
