Our understanding is that subcontractors do not need to provide an ISO certificate or any other relevant certification listed in section “4.4.3. Compliance with ISO standards or equivalent” from Questionnaire Annex 1. Could you please confirm?

Your understanding is correct. The first paragraph of "Section 4 - Selection of the Tenderer / technical and professional capacity" reads "In case of a joint offer, this section has to be completed on behalf of the tendering group."
