Could you specify to what extent you consider the use of models will be necessary for the successful implementation of the project? If so, do you expect that more sophisticated carbon market models will be required for the analysis, or whether simpler excel-based tools would also be deemed sufficient? If the use of more advanced models is not deemed necessary for the successful implementation, would it still be seen as an advantage in the evaluation of the proposed methodology?

The focus of the work should be on the conceptual and qualitative thinking on potential impacts of cooperation between the different measures identified in the typology. Subsequently, these impacts may be quantified by using a model. Where the bidder is able to demonstrate that its model is of added value for this exercise, this will be taken into account in the evaluation.
