1. Criterion B2 concerning the team delivering the service states that at least 3 members of the team should have at least C1 level in the Common European Framework of Reference for Languages in English. As evidence, the tenderer must provide language certificates and at least 2 documents of at least 10 pages published or delivered to a client in the last 2 years. Are we correct in assuming that language certificates will not be necessary in case of native speakers or experts with graduate or post-graduate degrees from UK or US Universities? Will the Contracting Authority be requiring the 2 documents in English also in case of native speakers or experts with graduate or post-graduate degrees from UK or US Universities? 2. Criterion B3 concerning the team delivering the service states that at least 2 experts plus the Project Manager should have at least 3 years of experience in the field of skills and competences in the steel sector or other related sectors. Would you please confirm that the Oil & Gas and Cement & Concrete production sectors can be considered as “related sectors”?

1. Concerning the English native speaking members of the team, no language certificate is required in case it is clear and indisputable from the CVs that these team members are native speakers. Concerning the experts with graduate or post-graduate degrees from UK or US Universities, no language certificate is required in case it is clear and indisputable from the CVs that these team members have degrees from UK or US Universities. The other evidence requested for B2 - at least two documents of at least 10 pages published or delivered to a client in the last two years - should be part of the submitted offer. 2. Concerning the experience in the field of skills and competences in the steel sector or other related sectors, oil & gas and cement & concrete production sectors cannot be considered as related sectors. Related sectors include for example other metals production.
