Question about layout of the tender documents

According to the Specifications document, page 9, Section one: award criterira - technical tender must include the cover letter and the list of documents to be provided (Annex 5), but in the same document, page 50, Annex 5 List of documents, it looks like the cover letter and the list of documents in not inside / part of section one. Question: where must these two docs (cover letter and annex 5) go, inside the technical offer envelope, or outside this envelope but inside the inner envelope together with the technical and financial offer envelopes?

The cover letter and Annex 5 must be submitted in the same envelope as the technical tender.
