Based on the tender's docs, the exact time (deadline) for the submission of the tender's offer is on April 11th 2019 at 18:00' CEST. Please, specify the exact European Summer Greek Time (EEST) at which the offer should be finally submitted on April 11th 2019.

18:00 CEST (Brussels time) is equivalent to 19:00 EEST (Greek time). I would nevertheless strongly advise that you submit your bid well in advance of this time!!
