We are looking to contract an external expert to which we think that rule “d)” on page 9 of the Part 1 Administrative specs document applies. However, we as the tenderer will rely partially on the experts’ capacities to fulfil the selection criteria. Would you be able to inform us whether we need to fill out Annex 4 considering that his involvement will approximately be less than 5%, and if so, whether we need to fill out Annex 5.1 or Annex 5.2?
