Section 4.3. Subcontracting of the tender specifications document reads: Tenderers shall provide a document containing a list of the professional qualifications of the subcontractors and statement of the means of confidentiality when subcontractors are used. 1) When mentioning "list of the professional qualifications of the subcontractors" we understand that you are including the possible partenerships or certifications the subcontractor as a company holds, including the list of relevant qualifications held by the proposed staff for which the Cvs are provided. 2) When dealing with the "statement of the means of confidentility" we understand we should include the model statement, part of our Information security management system, that we include in all agreements with partners and subcontractors, dealing with confidentiality of information. Can you please confirm the previous two assumptions and/ or provide additional clearance on this two considerations?

1) At the time of submission of tenders and for the purpose of demonstrating subcontractor’s professional qualifications, service providers and/or subcontractors may rely on the combined capacities, regardless of the legal nature of the links which it has with them. They must prove that they will have at their disposal the resources necessary for performance of the framework contract according to section 12.2.3 of the tender specifications. The service provider shall, however, in addition demonstrate the professional qualifications by including other documentation available e.g. possible partnerships or certifications the subcontractor as a company holds or proof of any other means available to the service provider. 2) Your understanding is correct. The tenderer shall provide a statement of the means of confidentiality when subcontractors are used by sending the formal documentation available to him or any other means available to the service provider ensuring confidentiality when sub-contractors are used.
