Testing – is the scope expected to cover test of controls or verification of technical competency / accuracy?

As per the tender specifications, the scope of the assessment should be aligned with the OECD Alignment Assessment Methodology (https://mneguidelines.oecd.org/OECD-Due-Diligence-Alignment-Assessment-Methodology.pdf) and the requirements of Delegated Regulation (EU) 2019/429. According to Delegated Regulation (EU) 2019/429, the Commission shall assess the scheme against the applicable specific criteria set out in Annex 1 to the OECD Methodology, in accordance with Articles 6, 7 and 8 of the Delegated Regulation. The assessment should include attendance at and observation of third party audits of economic operators participating in the scheme against the requirements of the scheme, and assessment of the corresponding audit reports. This should be done in a manner consistent with the OECD Methodology.
