Economic operator from a country not listed in article 19 of invitation to tender access to the procurement
Is it possible to subcontract an economic operator from a country not listed in article 19 of the invitation to tender, such as Israel?

The rules of access to the market do not apply to subcontractors and economic operators are free to choose their subcontractors from any country. As follows, in principle, all economic operators can act as subcontractors of other economic operators who have themselves access to the EU procurement procedures.
