Does the Partner must have the status of a temporary employment agency?

There is no requirement in the tender specifications that the tenderer should be registered as a temporary employment agency. As indicated in point III.4.1 of the Tender Specifications "The tenderer shall provide evidence that is authorised to perform the contract under the national law by provision of the evidence that the Tenderer is already established as a recognised legal entity and is registered in a relevant professional or trade register"
