“Tender ENV.F.1/SER/2014/0042 “SERVICE CONTRACT TO SUPPORT THE DEVELOPMENT OF A BREF ON HYDROCARBON EXPLORATION AND EXTRACTION”Subject: TENDER SUBMISSION BY REGISTERED MAIL OR PRIVATE COURIER SERVICE
The invitation letter states that we may submit our tender: “by registered mail or private courier service sent to the address below not later than 30-09-2014 (proof will be the postmark, the date of dispatch or the date of the deposit slip)” It is our understanding that should we choose to present the tender in this way then as long as we send the tender by registered mail or private courier service no later than the 30-09-2014 and we can provide evidence thereof, then the tender would have been submitted in a timely and valid fashion. This will be applicable even if the tender physically arrives its destination after the 30-09-2014 depending on the mail or courier service delivery times. Taking into account the significance of the matter, we would like you to expressly confirm that our understanding is correct.

Correct, it is the sending date that is important not the arrival date. Once the dispatch date of 30/09/2014 or earlier appears on the envelope or the courrier slip your offer is acceptable. However, if you choose to hand deliver it to our courrier centrale, then it must be handed in before 16hrs on the 30/09/2014. This is why we hold the opening of the offers 2 weeks after the closing date to allow the offers to arrive in the post.
